The css is like the plumbing, actually the css is more like the paint and flooring, it makes things pretty, adding color, shadows, fonts and such are all done in css. The php (or any other programming language) is like the electrical, it makes the higher end features work. It is the guts of a storefront, it is the brains of an AI robot, it is the moving parts or the workhorse of a website, it is also a b*tch to comprehend. Some people might be able to look at php and figure out what it is accomplishing; but modifying, or coding from scratch is a whole new ballgame. In truth, my first year learning programming in college I almost quit. It was hard, REALLY hard, but at some point the light bulb went on and I began to enjoy this complex subject matter. My long winded point is, the more programming we developers have to do, the more complex things get, and the more it will cost.
